On March 16th, the Guangdong Provincial Development and Reform Commission issued the "Action Plan for Supporting the Innovative Development of Artificial Intelligence (AI) OPC in Guangdong Province (2026-2028)" (hereinafter referred to as the "Action Plan"), which sets out 18 key tasks across six areas to clarify the development direction for Guangdong's AI OPC enterprises, mainly covering foundational capabilities, spatial carriers support, scenario openness and innovation, as well as financing and talent.
Guangdong proposes that by 2026, it will pioneer the cultivation of 10 leading AI OPC ecological communities, and form a number of high-quality enterprises with an annual operating revenue of over 10 million yuan. By 2028, 100 AI OPC ecological communities will be built, 1,000 benchmark enterprises in AI OPC will be cultivated, and 10,000 innovative and entrepreneurial talents in the field of AI OPC will be gathered, turning Guangdong into a nationally leading hub for AI OPC development.
OPC refers to "one person company", but its connotation has long gone beyond the traditional definition and has become an innovation paradigm featuring deep collaboration between AI and individuals.
In the era of AI, as technologies such as large models, generative AI, and automated programming tools rapidly mature, individuals' capabilities in research and development, operations, and commercialization have been significantly amplified. In this context, social collaboration models are fundamentally reshaped, and the OPC model comes into view for more entrepreneurs.
The "Action Plan" notes that, in terms of spatial carrier support, efforts will be made to build AI OPC ecological communities. All regions in Guangdong are encouraged to develop such communities that integrate resources including low-cost computing power, high-quality data, and specialized technical services, while providing low-cost independent offices, flexible shared workspaces, and smart office equipment, to enable entrepreneurs to "move in with just their ideas". Eligible entities will also receive relevant support, such as computing power subsidies.
Regarding scenario openness and innovation, the "Action Plan" emphasizes that Guangdong will establish a "scenario pool" for AI OPCs, focusing on key industries and fields such as micro dramas and short videos, e-commerce, knowledge monetization, digital cultural and creative products, and software development. Supply and demand lists for AI OPC application scenarios will be dynamically collected and released. Leveraging platforms such as the "Guangdong-Hong Kong-Macao Greater Bay Area Online Application Scenario Hall" and the "GBA Center for Application Scenarios Innovation (AI and Robotics)", the province will provide matchmaking services for AI OPCs and promote the implementation of a batch of scenario innovation projects.
In addition, Guangdong will expand the layout of cross-border application scenarios. Based on the location advantages of the Guangdong-Hong Kong-Macao Greater Bay Area, and relying on major cooperation platforms including Hengqin, Qianhai, Nansha, and Hetao, as well as cross-border e-commerce comprehensive pilot zones, the province will support AI OPCs in exploring overseas markets such as Portuguese-speaking countries and Southeast Asia, and encourage them to connect with the China-Brazil Cooperation Hub for digital transformation.
Guangdong will also broaden diversified talent recruitment channels, supporting the inclusion of AI OPC talent from Hong Kong, Macao, and overseas in fast-track talent introduction programs, and providing facilitation in stay, residence, and entrepreneurship services. At the same time, it will cultivate innovative talent for the intelligent economy by encouraging higher education institutions and vocational colleges to establish AI-integrated interdisciplinary programs, and supporting the joint development of high-level laboratories and training bases between universities and enterprises, as well as between universities and local governments, to precisely nurture interdisciplinary professionals equipped with both cutting-edge technical expertise and industry experience.
广东发布行动方案:年内打造一批营收超千万企业
3月16日,广东省发展改革委印发《广东省支持人工智能OPC创新发展行动方案(2026—2028年)》(下称《行动方案》),从六个方面18条重点任务明确了广东人工智能OPC企业的发展方向,主要包括基础能力、空间载体配套、场景开放创新以及融资人才等。
广东提出,2026年,先行培育10个具有引领效应的人工智能OPC生态社区,形成一批年营业收入超千万的优质企业。到2028年,建成百个人工智能OPC生态社区,培育千家标杆人工智能OPC企业,集聚万名人工智能OPC创新创业人才,将广东打造成为全国领先的人工智能OPC发展高地。
OPC(One Person Company),即一人公司,但其内涵早已超越传统定义,成为“AI+个体”深度协同的创新新范式。
进入人工智能时代,随着大模型、生成式AI、自动化编程工具等技术加速成熟,个人的研发、运营与商业化能力被成倍放大,社会协作模式被系统性改写,OPC模式也随之走进更多创业者的视野。
《行动方案》指出,在空间载体配套上,要打造人工智能OPC生态社区。广东鼓励各地布局建设链接低成本算力、高质量数据、专业化技术服务等资源,提供低成本独立办公区、灵活共享工位、智能办公设备的人工智能OPC生态社区,帮助创业者实现“拎脑入驻”,对符合条件的给予算力补贴等支持。
场景开放创新方面,《行动方案》强调广东将构建人工智能OPC“场景池”,聚焦短剧短视频、电子商务、知识付费、数字文创、软件开发等重点产业和关键领域,动态征集并发布人工智能OPC应用场景供需清单。依托“粤港澳大湾区应用场景发布厅”“粤港澳大湾区应用场景创新中心(人工智能与机器人)”开展人工智能OPC供需对接服务,推动一批人工智能OPC场景创新项目落地。
此外,广东将拓展跨境特色应用场景布局,立足粤港澳大湾区区位优势,依托横琴、前海、南沙、河套四大平台及跨境电商综合试验区等开放载体,支持人工智能OPC开拓葡语国家、东南亚地区等海外市场,鼓励人工智能OPC接入中国—巴西数字化转型合作平台。
广东将拓宽多元引才渠道,支持将港澳及海外人工智能OPC人才纳入人才引进绿色通道,提供便利化停居留、创业服务;并培养面向智能经济的创新人才,鼓励高校、职业院校设置“人工智能+”交叉学科,支持校企、校地共建高水平实验室和实训基地,精准培育兼具前沿技术素养与产业实践经验的复合型人才。
