As China's largest provincial economy, Guangdong ranked first nationwide in total GDP for the 37th consecutive year in 2025. Among its cities, Nanshan District in Shenzhen, with an area of less than 200 square kilometers, generated an economic output exceeding one trillion yuan, becoming the first municipal district in the country to record a GDP of more than one trillion yuan.

In the first year of the 15th Five-Year Plan, how should Guangdong, as a major economic powerhouse, move forward?

In 2025, Guangdong's foreign trade imports and exports achieved a counter-trend growth of 4.4%, while its actual utilization of foreign capital rose by 11.3%. The nine cities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) have been approved to pilot comprehensive reforms on the market-based allocation of production factors. The "Guangdong Goods Global Reach" campaign has gained immense popularity across China and expanded its reach worldwide.

He Xiaopeng, a deputy to the National People's Congress and chairman of XPeng Motors, stated that enterprise innovation requires the courage to make breakthroughs and it takes a long time. He noted that whether government policies should come first or enterprises should take the lead is in fact a two-way process.

Citing Guangdong's practices as an example, he noted that in the field of autonomous driving, Guangzhou has not only opened the longest test roads in China but also taken the lead in extending demonstration roads into the city center, enabling autonomous driving to serve as a full-scenario replacement in real-world settings.

Looking back at 2025, since Guangdong launched the high-profile "Millions of Talents Gather in Guangdong"initiative, one out of every 10 college graduates nationwide—from a total of 12.22 million—has chosen to start their life journey in Guangdong. In the first year of the 15th Five-Year Plan, Guangdong once again extended an invitation to global talents during the "two sessions,"planning to attract over one million additional college graduates to work and start businesses in the province.

Sun Zhiqiang, a member of the National Committee of the Chinese People's Political Consultative Conference and Chairman and President of Guangzhou Risong Intelligent TechnologyCo., Ltd., pointed out that a common challenge facing enterprises today is the urgent demand for interdisciplinary talents proficient in both industrial large modelsand manufacturing processes, while there is a "time lag" between the skills cultivated by universities and the needs of industry.

Within the"Millions of Talents Gather in Guangdong" initiative, a special recruitment drive focused on "AI + Robotics"industrial clusters has been launched.By allocating the talent pipeline according to the logic of the industrial chain, this approach ensures that talent flows in tandem with industry development,effectively addressing the mismatch between talent supply and demand.

“十五五”开局之年，广东如何拼经济？

“企业创新需要敢于突破，需要很长的周期。到底是政府先出政策，还是企业先做到？我认为这其实是一个双向的过程。”全国人大代表、小鹏汽车董事长何小鹏表示。

过去一年，广东外贸进出口逆势增长4.4%、实际利用外资增长11.3%、粤港澳大湾区内地九市获批开展要素市场化配置综合改革试点、“广货行天下”风行全国、走向全球……

他以广东的实践为例：在自动驾驶领域，广州不仅开放了全国最长的测试道路，更率先将示范道路延伸到市中心，让自动驾驶在真实场景中实现全域替代。

回望2025年，广东高规格实施“百万英才汇南粤”行动计划以来，全国1222万高校毕业生中，每10人就有1人在南粤书写人生新篇章。而在“十五五”开局之年，全国两会现场，广东再次向全球发出邀约，计划再吸纳超100万名高校毕业生来粤就业创业。

全国政协委员、广州瑞松智能科技股份有限公司董事长兼总裁孙志强表示，当前企业遇到的一个普遍性新情况就是：一边是企业急需既懂工业大模型又精通制造工艺的复合型人才，另一边是高校培养的学生与产业需求存在“时差”。

而广东“百万英才汇南粤”行动中特别突出“人工智能+机器人”产业集群专题招聘，就是用产业链的思维来配置人才链，让人才跟着产业走，有效破解了人才供需错位的难题。
