At China's 2026 "Two Sessions," the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) was included in the 2026 Government Work Report for the 10th consecutive year. How can the GBA achieve further development in the opening year of the 15th Five-Year Plan period?Junius Ho Kwan-yiu, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Deputy Chairman of the House Committeeof the Legislative Council of the Hong Kong Special Administrative Region, said that Hong Kong should continue to consolidate its position as an international financial centre. With the strong support of the country, Hong Kong is well placed to develop into an international asset management centre and further contribute to GBA development. Responding to smears and attacks by external forces on Hong Kong's practice of "one country, two systems," Ho quipped that headwinds are inevitable when you pick up speed.

Junius Ho: I hope Hong Kong can give full play to its strengths in financial services, securities trading, and related areas. There is no need for a major redeployment of resources. We simply need to better align ourselves with the 15th Five-Year Plan. Last year, Hong Kong regained the top spot globally in IPO fundraising. This was not achieved overnight, nor is it a passing phenomenon. The key question is how to sustain this momentum. In my view, listing procedures could be streamlined as appropriate to unlock more potential.

In the last year or two, we have also often talked about developing a gold exchange in Hong Kong. The gold market is now of great importance worldwide. People no longer place the same faith as before in U.S. dollar dominance or in the old model, and this also creates opportunities for Hong Kong's development. Stepping up efforts to develop a gold exchange in Hong Kong would not only allow closer co-operation with the Shanghai Gold Exchange but also enable us to leverage Hong Kong's advantages in warehousing and logistics.We need to let the world know that assets placed in Hong Kong are extremely safe. With the strong support of the country, investors' assets can be well protected. On that basis, Hong Kong can develop into an international asset management centre. In this respect, we should not let places such as Lausanne, Zurich, and Geneva have all the glory to themselves. If such an asset management centre is established in Hong Kong, its benefits could also extend across the entire GBA, allowing all parties to prosper together.

Hong Kongmust maintain long-term stability and prosperityon the practice of "One Country, Two Systems"

Junius Ho: Headwinds are inevitable when you pick up speed. By the same token, as we promote the practice of "one country, two systems," resistance is bound to arise. In my view, the most important thing is to maintain Hong Kong's long-term stability and prosperity. If we do that, its strengths will speak for themselves.In recent years, Hong Kong's stock of inward foreign direct investment has risen substantially. Why? Because there is business to be donehere. Hong Kong has a sound system and a strong rule-of-law environment, one of the best in the world, and the government honours its commitments. As long as Hong Kong remains stable and prosperous, investors will continue to find profitable opportunities here.

全国政协委员何君尧妙语回击对香港“一国两制”抹黑：“加速时总会遇上逆风”

2026年全国两会，“粤港澳大湾区”连续第十年被写入政府工作报告。粤港澳大湾区如何在“十五五”开局之年取得更大发展？全国政协委员、香港特区立法会内务委员会副主席何君尧表示，香港要不断提升作为国际金融中心的地位，背靠祖国“强健的臂弯”，香港有能力成为世界资产管理的中心，进一步服务好粤港澳大湾区建设。同时，对于境外势力抹黑攻击香港“一国两制”实践，何君尧妙语回击表示，“加速时总会遇上逆风”。

谈“十五五”香港发展：

可升级为世界资产管理中心

何君尧：我希望香港能充分发挥在金融服务、证券交易等方面的优势，我们不需要费大力气重新部署，只需要对接好“十五五”规划。港股去年IPO规模重返全球第一，这件事并非一时可达成，亦非昙花一现。要怎么延续这份热度和势态？在我看来，可适当简化上市程序，释放更多潜力。

最近一两年，我们也常说要搞好黄金交易所。现在黄金市场对全世界来说都是极其重要，大家不再相信美元的霸权，不再接受过去那一套，这也有利于香港发展。大力搞好香港黄金交易所，不仅能与上海黄金交易所合作，还有仓储物流的优势。

我们要让全世界知道，资产放在香港特别安全，因为背靠祖国的“强健的臂弯”，可以很好地保障投资者的资产。在此基础上，香港可以成为世界资产管理中心，在这方面我们不能任由瑞士洛桑、苏黎世、日内瓦等地“专美”。如果资产管理中心在香港，亦可辐射整个大湾区，大家共同兴旺。

谈“一国两制”香港实践：

要保持持续稳定繁荣

何君尧：加速时总会碰上逆风。同理，我们推动“一国两制”的实践过程中，也一定会有阻力。我认为，最重要的是要保持好香港持续稳定繁荣，那就一定是“有麝自然香”。近年来，香港外来直接投资总存量大幅上升，为什么？就是因为来香港有生意做。这里有良好的制度，有良好的法治环境，而且是全球最好的，因为政府信守诺言。只要香港保持稳定繁荣，来香港一定能赚到钱。
