Recently, the Guangzhou Municipal Science and Technology Bureau and the Foshan Science and Technology Bureau jointly issued "Measures for Deepening the Integration of Guangzhou and Foshan to Facilitate the Employment of Foreign Talent in China," pioneering a cross-city mutual recognition mechanism for high-end foreign talent in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). The measures remove previous barriers such as repeated submission of materials and inconsistent standards for cross-city mobility, further upgrading talent service cooperation.

The measures specify that high-end foreign talent (Category A) will benefit from the policy of "single-city approval and dual-city recognition," eliminating the need for repeated verification. Foreign professionals who have already obtained a work permit in Guangzhou or Foshan and transfer employment between the two cities are exempt from resubmitting certain documents such as their highest degree certificate and proof of work experience, provided their job position remains unchanged. For personnel who are transferred within multinational companies and reapply within the specified time, non-criminal record certificates and medical examination reports can also be waived. At the same time, both cities will uniformly use the average wages of persons employed in all urban units in Guangdong Province as the benchmark to avoid statistical differences affecting the recognition of talent categories.

Furthermore, the measures relax age and work experience restrictions, removing the age limit for Category A talent, exempting certain young sci-tech professionals from the two-year work experience requirement, and launching a "fast track for entrepreneurship" to support high-end foreign talent in establishing technology companies in Guangzhou and Foshan. Industry insiders believe that this move will further enhance the region's competitiveness in attracting talent and strengthen the talent foundation for the high-quality development of the GBA.

外国人才工作许可实现“一地审批、两市互认”

近日，广州市科学技术局与佛山市科技局联合印发《深化广佛同城促进外国人才来华工作便利化若干措施》，率先在粤港澳大湾区推出外国高端人才跨市互认机制，打破以往跨城流动重复提交材料、标准不一等壁垒，推动人才服务协作再升级。

《措施》明确，外国高端人才（A类）实行“一地审批、两市互认”，符合条件者无需重复认定。已在广州或佛山取得工作许可的外籍人才跨市转聘时，最高学位证书、未变更岗位的工作资历证明等材料可免交；跨国公司内部调动人员在规定时间内重新申请的，无犯罪记录证明和体检报告亦可免交。同时，两地统一以广东省全口径城镇单位就业人员平均工资为基准，避免因统计差异影响人才类别认定。

此外，《措施》放宽年龄和工作经历限制，A类人才不设年龄上限，部分青年科技人才免除两年工作经历要求，并推出“创业直通车”，支持高层次外籍人才在广佛创办科技企业。业内认为，此举将进一步提升区域引才竞争力，为湾区高质量发展夯实人才基础。
