On the morning of January 26th, the fifth session of the 14th Guangdong Provincial People's Congress opened in Guangzhou. The Guangdong Provincial Government Work Report reviewed the work for 2025 and during the 14th Five-Year Plan period.

The report highlighted that in 2025, Guangdong'sgross domestic product (GDP) grew by 3.9%, holding the top place in China for 37 consecutive years. Local general public budget revenue increased by 3%, while total goods imports and exports rose by 4.4%, contributing 24.1% to China's overall foreign trade growth. Trade in services expanded by 12.5%. Actual use of foreign investment climbed 11.3%, and the gross output value of agriculture, forestry, animal husbandry and fishery increased by 4.9%. There were 76,000 industrial enterprises above the designated size, with their total value added up 3%.

The report also noted substantial progress in education. In 2025, Guangdong added 500,000 new public school seats for basic education and established three new undergraduate-level vocational schools. A preschool education policy providing one year of free education benefited 1.68 million children. For the sixth consecutive year, Guangdong remained the only province in China with more than one million births.

According to the report, 2026 marks the first year of the 15th Five-Year Plan, and a strong start is of paramount importance.

The province's main expected targets for economic and social development in 2026 are: regional GDP growth of 4.5% to 5% (with greater results to be pursued in practice); local general public budget revenue growth of around 3%; and the alignment of residents' per capita disposable income growth with economic growth.

1月26日上午，广东省十四届人大五次会议在广州开幕。广东省政府工作报告对2025年和“十四五”时期工作进行了回顾。

报告指出，2025年广东地区生产总值增长3.9%、总量连续37年居全国首位。地方一般公共预算收入增长3%，货物进出口增长4.4%，贡献了全国24.1%的增量。服务贸易增长12.5%。实际使用外资增长11.3%，农林牧渔业总产值增长4.9%。规上工业企业达7.6万家、增加值增长3%。

报告指出，2025年广东新增基础教育公办学位50万个，新设3所本科层次职业学校，实施学前一年免费教育政策、惠及168万名儿童，连续6年成为全国唯一出生人口超百万的省份。

广东省政府工作报告指出，2026年是“十五五”第一年，开好局起好步十分重要。

2026年经济社会发展的主要预期目标是：地区生产总值增长4.5%-5%，在实际工作中全力争取更好结果，地方一般公共预算收入增长3%左右，居民收入增长与经济增长同步。
