2026 marks the beginning of China's 15th Five-Year Plan period (2026-2030). During Guangdong's Two Sessions, the province set its course toward high-quality development and made full employment a top priority in improving people's wellbeing.

Taking the "Millions of Talents Gather in Guangdong" initiative as a key driver, Guangdong has delivered strong employment results. During the 14th Five-Year Plan period (2021-2025), the province created a total of 7.047 million new urban jobs, helped 2.661 million unemployed people return to work, and enabled 526,500 people facing employment difficulties to secure jobs.

By leveraging its 20 strategic industry clusters to attract talent in a targeted manner, Guangdong is tapping employment potential in sectors such as the digital economy, high-end manufacturing and modern services, promoting coordinated progress in industrial upgrading, talent inflow and employment growth.

At the same time, riding the momentum of the "High-Quality Development Project for Guangdong Counties, Towns, and Villages", Guangdong continues to expand job opportunities at the grassroots level and guides the workforce to move in an orderly manner toward county-level economies and the front lines of rural revitalization. By leveraging high-quality development to drive employment upgrading, the province has built an employment policy system that covers the entire chain and benefits all groups.

Guangdong has also innovated service models by introducing smart services such as resume reviews and mock interviews, ensuring that policy benefits reach jobseekers more precisely. Since 2025, the province has held over 4,000 recruitment events of various types and dynamically collected more than 1.2 million high-quality job openings. The "Millions of Talents" initiative has attracted over 1.1 million fresh graduates to take up jobs or start businesses in Guangdong.

During the 15th Five-Year Plan period, Guangdong will focus on optimizing the employment structure to inject momentum into improving employment quality. Guided by industrial demand, the province will carry out large-scale vocational skills training and establish a closed-loop system linking job demand, skills training, skills assessment and employment services. Taking employment quality as the core benchmark, Guangdong will improve the lifelong vocational skills training system to precisely tackle structural employment issues.

Guangdong will also take the development of the Guangdong-Hong Kong-Macao Greater Bay Area as a key lever to advance the implementation of the "one test, multiple certificates" talent evaluation model. By breaking down regional barriers, the province will promote mutual recognition of employment service standards and resource sharing among the three regions, and establish integrated cross-regional mechanisms linking recruitment, training and entrepreneurship.

解码广东就业优先战略“十五五”施工图

2026年是“十五五”开局之年，广东省两会锚定高质量发展航向，将充分就业置顶于民生保障清单中。

以“百万英才汇南粤”行动计划为重要抓手，广东交出了一份沉甸甸的就业答卷：“十四五”期间，城镇新增就业累计达704.70万人，失业人员再就业266.07万人，就业困难人员实现就业52.65万人。

广东依托20个战略性产业集群定向聚才、精准纳贤，深挖数字经济、高端制造、现代服务等领域就业潜能，推动产业迭代、人才集聚与就业扩容同频共振。

与此同时，借“百千万工程”浩荡东风，广东持续扩充基层岗位供给，引导劳动力向县域经济、乡村振兴一线有序流动，以发展提质带动就业升级，构建起覆盖全链条、赋能全群体的就业政策体系。　　

广东创新服务模式，推出简历诊断、模拟面试等智慧服务，让政策红利精准触达每一位人才。2025年以来，全省举办各类招聘活动4000余场，动态募集优质岗位120余万个，“百万英才汇南粤”行动计划吸引超110万名应届高校毕业生在粤就业创业。

“十五五”期间，广东锚定就业结构优化目标，为就业质量提升注入动能。广东锚定产业需求开展大规模职业技能培训，构建“岗位需求－技能培训－技能评价－就业服务”闭环体系。以就业质量为核心标尺，健全终身职业技能培训制度，精准破解结构性就业难题。

广东还以粤港澳大湾区建设为重要抓手，推行“一试多证”技能评价模式。打破地域壁垒，推动三地就业服务标准互认、资源共享，搭建跨区域招聘、培训、创业一体化联动机制。
