On November 20th, the General Office of the People's Government of Guangdong Province issued the "Construction Plan for the National Digital Economy Innovation and Development Pilot Zone in Guangdong Province (2025-2027)," which clearly states that by 2027, Guangdong will lead the nation in digital economy development, transform itself into a world-class highland of digital economy development, and build the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) into the world's most digitally advanced bay area.

The plan sets forth that by 2027, the following targets will be achieved: the level of digital economy development will firmly rank first in the country; the added value of the digital economy's core industries will exceed 16% of GDP; three internationally competitive digital industry clusters, each with a scale of over one trillion yuan, will be built; several high-value emerging digital industries will be cultivated; the data industry's scale will grow at a compound annual rate of more than 15%; the scale of the core AI industry will exceed 440 billion yuan; over 60,000 industrial enterprises above designated size will complete digital transformation; and computing power capacity will exceed 60 EFLOPS.

The plan further proposes to actively promote innovation in the artificial intelligence and robotics industries by launching "AI+" and "Robot+" action plans. It will accelerate the development of consumer-grade smart terminal products, and promote the development and application of new technologies and products such as smartphones, smart computers, smart wearables, smart homes, smart cars and smart robots.

The plan emphasizes deepening open cooperation in the digital economy across the GBA, driving the three regions to achieve deep integration in digital technology, industries and governance, and jointly promoting the construction of the "digital GBA." It calls for creating a "GBA Data Special Zone" and strengthening the joint construction and sharing of foundational infrastructure such as computing power, networks, data circulation and data utilization.

剑指全球数字化水平最高湾区！广东：3年后人工智能核心产业规模将超4400亿元

11月20日，广东省人民政府办公厅印发《广东省国家数字经济创新发展试验区建设方案（2025—2027年）》，明确提出：到2027年，数字经济发展水平稳居全国首位，将广东打造为国际一流数字经济发展高地，将粤港澳大湾区建设为全球数字化水平最高的湾区。

《建设方案》提出，目标到2027年，数字经济发展水平稳居全国首位，数字经济核心产业增加值占GDP比重超过16%，打造3个具有国际竞争力的万亿级数字产业集群，培育若干高价值数字产业新赛道，数据产业规模年均复合增长率超15%，人工智能核心产业规模超过4400亿元，规模以上工业企业数字化转型突破6万家，算力规模超过60EFLOPS。

《建设方案》提出，积极推动人工智能与机器人产业创新发展，开展“人工智能+”行动、“机器人+”行动。加快发展消费级智能终端产品创新，加速推动智能手机、智能电脑、智能穿戴、智能家居、智能汽车、智能机器人等新技术新产品开发与应用推广。

《建设方案》强调深化粤港澳大湾区数字经济开放合作，推动三地在数字技术、产业、治理上深度融合，协同推动“数字湾区”建设。打造“粤港澳大湾区数据特区”，加强算力、网络、数据流通利用等基础设施共建共享。
