Opinion|Why is Zelensky overhauling his government?

Ukrainian President Volodymyr Zelensky is about to carry out a major overhaul of his government.

As of September 4th, two deputy prime ministers, four ministers, and the head of the State Property Fund of Ukraine have submitted their resignations. Additionally, Zelensky has dismissed his senior advisor, Rostyslav Shurma.

The most notable resignation comes from Foreign Minister Dmytro Kuleba. Throughout the two-year-long Russia-Ukraine war, Kuleba has been highly visible, actively seeking foreign aid and support for Ukraine.

According to the Associated Press, Kuleba, aside from Zelensky, has been the most recognizable figure representing the Ukrainian government in the past two years. He has established strong relations with U.S. Secretary of State Antony J. Blinken and several European leaders, making his resignation particularly surprising.

However, some reports suggest that Kuleba's resignation still requires parliamentary approval. If the parliament rejects it, Kuleba may remain in office.

But this wave of resignations is far from over. David Arakhamia, leader of Zelensky's ruling "Servant of the People" Party in parliament, has said that this government reshuffle will replace half of the cabinet members.

Why is Zelensky initiating such a major move?

According to "The Kyiv Post", Zelensky aims to inject new energy into the Ukrainian government.

After all, Ukraine has been embroiled in war for two and a half years, and both the battlefield and diplomatic landscapes have shifted significantly, necessitating adjustments.

In fact, Zelensky had indicated plans for a government reshuffle as early as last fall. Since then, he has reiterated the need for a government overhaul several times, including in December of last year, May, and August of this year.

CNN's analysis suggests that the time has now come, and Zelensky must proceed with the cabinet reshuffle.

This month, Zelensky is set to attend the United Nations General Assembly, where he plans to meet with U.S. President Joe Biden and both U.S. political candidates, Vice President Kamala Harris and Donald Trump. His goal is to present Ukraine's "victory plan" and secure additional aid.

To maintain support from the U.S., Zelensky must present a new strategic vision, with the cabinet reshuffle serving as a key element of this strategy.

At the same time, the challenges Ukraine faces have become increasingly dire, making this reshuffle all the more crucial.

In August, Ukraine launched an attack on Russia's Kursk region. Many analysts believe this move was intended to relieve pressure on the eastern Donbas front. However, Russia did not withdraw forces from the eastern front to defend Kursk. Instead, it intensified its offensive in the east, leaving Ukraine in a precarious position.

Russia has also ramped up airstrikes across Ukraine, particularly in the western city of Lviv. This city located near NATO member Poland, has long been considered relatively safe, but it was recently hit by Russian missiles, resulting in casualties. This suggests a potential shift in the situation.

Given these circumstances, the urgency for a government reshuffle in Ukraine has only grown.

But will this overhaul have the desired effect? Can Zelensky's "big shake-up" bring the "new energy" Ukraine needs this "critical fall"?

According to an article on September 4th from "The Kyiv Independent", lawmakers and political analysts close to Zelensky generally believe that the reshuffle will bring fresh vitality to the government, with more specialized individuals potentially filling key positions.

However, critics argue that Zelensky's government overhaul might be superficial, merely replacing old faces with new ones while maintaining the same policies. Some even claim that the reshuffle is designed to install individuals more loyal to Zelensky in key positions.

观点|为什么泽连斯基要给政府“大换血”? 

乌克兰总统泽连斯基即将给乌克兰政府“大换血”。

截至9月4日,已经有两名副总理、四名部长,以及乌克兰国家财产基金总裁递交了辞呈。另外,总统泽连斯基的高级顾问舒尔马已被总统解职。

其中最引人注意的是外长库列巴也提出辞职。俄乌战争两年多来,库列巴一直活跃在“第一线”,为乌克兰争取外援东奔西走。

美联社的报道称,在过去两年,库列巴是泽连斯基之外,最能代表乌克兰政府的人。他和美国国务卿布林肯以及欧洲一些领导人都建立了良好的关系。所以,库列巴提出辞职“令人惊讶”。

不过也有媒体报道称,库列巴辞职还需要经过议会批准,如果议会不批准,他就还要留任。

这还没结束,辞职潮还会继续,泽连斯基领导的执政党“人民公仆党”在议会的领袖戴维·阿拉卡米亚说,这次政府重组将会更换一半内阁成员。

泽连斯基为何要来这个大动作?

《基辅邮报》的报道称,泽连斯基的目的是要给乌克兰政府带来新的活力。

毕竟,陷入战争已经两年半了,战场和外交形势都发生了很大变化,必须做出调整。

实际上从去年秋天开始,泽连斯基就曾表示将会对政府进行重组,后来在去年12月、今年5月和8月份都强调过要给政府“换血”。

美国有线新闻网(CNN)的分析称,拖到此时,泽连斯基必须要对政府进行改组了。

他本月要去参加联合国大会,并计划和美国总统拜登以及两党候选人哈里斯、特朗普分别会面,向他们通报乌克兰的“胜利计划”。实际上就是要争取更多的援助。

要想争取美国的继续支持,泽连斯基就要拿出在新形势下的战略构想,重组内阁则是新战略的重要体现。

当然,最近乌克兰面临的形势也不乐观,令政府“大换血”格外引人注意。

8月份,乌克兰对俄罗斯库尔斯克州发动突袭。很多分析认为,乌军行动一个目的,是缓解东部顿巴斯地区战线的压力,但俄罗斯不仅没有从东部战线抽调兵力支援库尔斯克,反而在东线加强了攻势,这令乌克兰非常被动。

俄罗斯还加强了对乌克兰全境的轰炸,特别是前两天对利沃夫市的袭击。利沃夫是乌克兰最西的主要城市,离北约成员国波兰很近,一直被看成是比较安全的地方。但现在也遭到俄罗斯导弹的袭击并造成人员伤亡,看上去形势有点变化。

在这样的情况下,乌克兰政府重组将更具迫切性。

然而,大换血能否起到作用,如泽连斯基所愿在这个“关键的秋天”给乌克兰带来“新能量”?

《基辅独立报》网站4日的一篇报道称,和泽连斯基关系比较密切的议员和政治分析师,一般都认为重组政府可以带来新的活力,说这次改组可能会由一些更专业的人担任要职。

但也有批评者认为,泽连斯基重组政府,可能是换汤不换药,不会带来新的能量,政策也不会有什么改变。甚至有批评者认为,重组政府可能不过是要让更忠于泽连斯基的人出任要职。
