The Third Plenary Session of the 20th Central Committee of the Communist Party of China was held in Beijing from July 15th to 18th. Participants from home and abroad expressed that the convening of the Third Plenary Session of the 20th Central Committee of the CPC is of great significance to China and the world. It not only promotes China's modernization with Chinese characteristics but also provides new momentum for the common development of China and the world.

Kenneth Chu Ting-kin, a member of the National Committee of the Chinese People's Political Consultative Conference from Hong Kong, has been closely following the relevant contents of the Third Plenary Session of the 20th Central Committee of the CPC. In his view, Hong Kong can continue to play a pivotal role as a "super connector" between the Chinese mainland and the world in the new round of Chinese modernization. It can leverage its advantages in the international alignment of laws, regulations, and rules, to better facilitate both outbound and inbound investments of the enterprises.

Liang Jianfeng, Vice Chairman of the Guangdong-Hong Kong-Macao Greater Bay Area Youth Association and General Manager of Hong Kong GBA Youth Culture Co, Ltd., stated,"The Hong Kong and Macao regions boast cutting-edge scientific and technological innovation enterprises aligning with international standards, renowned universities with numerous scientific research talents, financial services with specialized support for sustainable development, and diverse and inclusive living environments conducive to the development of innovative technologies. These are favorable conditions for Hong Kong and Macao to actively support the deepening of reform and opening up."

Guangdong-based businessmen from Taiwan also pay close attention to the Third Plenary Session of the 20th Central Committee of the CPC. Chen Hongqin, President of the Taiwan Businessmen Association in Dongguan, believes that with the steady advancement of comprehensive measures to deepen reform and opening up, the majority of business entities, including Taiwan enterprises, will have a more predictable market environment and solid institutional guarantees. He firmly believes that in such an environment, businesses from Taiwan will thrive and contribute to the high-quality development of the motherland's economy.

Liang Guangjun, Head of the United Chinese Associations of the Eastern United States Inc., remarked that this session has deeply planned and envisioned the future development path of China, demonstrating the country's long-term planning and firm determination in multiple domains. "The plenary session also emphasized 'steadily expanding institutional opening up', which I believe is a proactive response to the current China-U.S. economic and trade landscape. As a member of the overseas Chinese community, I look forward to contributing more to the construction and development of the motherland, as well as to its openness to the world and globalization process." said Liang.

Su Xinxiao, President of General Association of Cantonese in Brazil engaged in long-term China-Brazil trade, expressed that as the year 2024 marks the 50th anniversary of the establishment of the diplomatic relations between China and Brazil, as an overseas Chinese who has been abroad for many years, he deeply senses the dividends brought by China's reform and opening up. "Facing the complex domestic and international situations and the new round of technological revolution and industrial transformation, I believe that the comprehensive deepening of reform aimed at further promoting China's modernization will bring more development opportunities for overseas Chinese worldwide, and create more space for China to cooperate with the international community." said Su.

The convening of this plenary session also attracted the attention of scholars abroad who have long been studying Chinese policies. Wirun Phichaiwongphakdee, Director of the Thailand-Chinese Research Center of the Belt and Road Initiative, commented, "China's achievements in modernization with Chinese characteristics have benefited the world, and the Belt and Road Initiative has enabled unprecedented inter-connectivity worldwide. ASEAN countries have welcomed visible and tangible projects such as the Jakarta–Bandung High-Speed Railway, the China-Laos Railway, and the Phnom Penh-Sihanoukville Expressway under this initiative. Many other countries are also thriving under this initiative." said Wirun. He believes that China's comprehensive deepening of reform and its focus on high-quality development, are not only an important direction for its own domestic economic development, but also a crucial direction for economic cooperation between China and other countries worldwide."

海内外人士热议进一步全面深化改革

中国共产党第二十届中央委员会第三次全体会议于7月15日至18日在北京举行。海内外人士表示，中共二十届三中全会的召开对中国乃至世界都有着重要意义，在推动中国式现代化的同时，也为促进中国与世界共同发展提供新动能。

港区全国政协委员朱鼎健连日来高度关注中共二十届三中全会的相关内容发布，在朱鼎健看来，在新一轮推进中国式现代化建设的进程中，香港可以继续发挥内地联通世界的“超级联系人”角色，利用法律、法规、规则与国际接轨的优势，为企业“走出去”“引进来”发挥更好作用。

粤港澳大湾区青年总会副主席、香港大湾区青年文化有限公司总经理梁剑锋表示：“港澳地区有着与国际前沿接轨的科创企业，有众多科研人才的知名高校，有专项配套可持续发展的金融服务，有多元包容支持创新技术落地的生活场景，这些都将是港澳地区积极助力坚持深化改革开放的有利条件。”

在粤台商也高度关注中共二十届三中全会的相关内容。东莞市台商协会会长陈宏钦表示，随着全面深化改革开放各项举措的稳步推进，包括台湾企业在内的广大经营主体将拥有更可预期的市场环境和更坚实的制度保障。他坚信，在这样的环境下，台商台企定能乘势而上，助力祖国经济高质量发展。

美国美东华人社团联合总会主席梁冠军表示，这次会议对未来中国发展路径进行了深刻规划与展望，让他看到祖国在多个领域的长远规划和坚定决心。“全会还强调‘稳步扩大制度型开放’，我认为，这是面对中美经贸当前局面的积极应对。作为华侨华人中的一员，我期待能够更多地参与到祖国的建设与发展中，为祖国的对外开放和全球化进程贡献力量。”梁冠军说。

长期参与中巴贸易的巴西广东同乡总会会长苏新效表示，今年是中巴建交50周年，作为长年在海外的华侨，他深刻感受到祖国改革开放为他们带来的红利。“我相信，面对纷繁复杂的国际国内形势，面对新一轮科技革命和产业变革，祖国紧紧围绕推进中国式现代化进一步进行的全面深化改革，将会为我们海内外华侨华人带来更多的发展机遇，也为中国与国际社会开展合作带来更多的空间。”苏新效说。

此次全会的召开，也吸引了海外长期研究中国政策的学者的关注。泰中“一带一路”研究中心主任威伦·披差翁帕迪表示：“中国式现代化成果已惠及全世界，‘一带一路’倡议让世界实现了前所未有的互联互通。我们东盟国家拥有了印尼雅万高铁、中老铁路、金港高速等这些看得见、摸得着的项目。更多国家和地区在此倡议下获得共赴繁荣的机遇。”他认为，中国进行全面深化改革，关注高质量发展，不仅是中国国内经济发展的重要方向，也是中国与世界各国经济合作的重要方向。
