On the morning of March 21, a news conference was held in Nansha District, Guangzhou, with the theme of "Leveraging Hub Advantages and Precise Efforts to Create a Pre-cooked Food Foreign Trade Zone".

In 2022, the output value of pre-cooked food in Nansha District stood at about 2 billion yuan, and the sum is expected to reach 2.5 billion yuan in 2023.

The Nansha District Pre-cooked Food Industrial Park is the only provincial-level pre-cooked food industrial park in Guangzhou so far.

This conference introduces three advantages of Nansha District in the imports and exports of pre-prepared food, including the geographical location, favorable policies, and sound platforms.

In order to expand the depth and breadth of the imports and exports of pre-prepared food, Nansha will establish a pre-cooked food import and export trade zone centered around the "Hong Kong and Macao, overseas" markets. By using the Hong Kong and Macao markets as a springboard, it will connect with overseas markets, and strengthen communication with the Hong Kong and Macao business associations. The district will also explore ways to produce pre-cooked food in areas near the Nansha Port, so that the products can go directly to Hong Kong, Macao, and overseas markets, and that the enterprises can maximize the added value of raw materials. It will actively promote the construction of modern marine pastures, leverage the advantages of the Nansha Port to strengthen the manufacturing of marine pastures equipment, develop refined and deep processing of marine products, stage sales promotion activities for imports and exports, and improve the added value of coastal economic production.

In order to promote the high-quality development of the pre-cooked food industry and create a specialized import and export trade zone for it, the Nansha District plans to build an industrial park. This initiative is part of the "One Belt, Two Cores and Three Centers" strategic plan for the region. "One Belt" refers to the demonstration zone for the characteristic industry of pre-cooked food, and "Two Cores" are the international and domestic trade processing centers for pre-cooked food. "Three Centers" involve the global pre-cooked food trade and investment center based on the export base and exhibition center of the Xueyin Group, the global pre-cooked food digital brand center based on the Global Traceability Center, and the global pre-cooked food science and technology research and development center based on the central kitchen project carried out by the Beidahuang Group and Nansha Agriculture Corporation.

Recently, Nansha district has revised the Financial Subsidy Management Measures for Nansha Modern Agriculture Industrial Park and released Measures for Supporting the Pre-cooked Food Industry Park in accordance with the principle of "one park, one policy". The measures include 16 supportive policies for the construction of the industry park. In terms of land-related policies, the district leverages the land quota of rural revitalization, uses collectively owned land in villages, and encourages transferring the land for intensive use. As the industry research and information construction, the district supports the establishment of the Guangzhou Nansha Pre-cooked Food Big Data Center by the Nansha Agriculture Corporation.

南沙预制菜产业园强推出口，2023年预制菜目标产值力争达到25亿元

3月21日上午，广州市南沙区举行 “发挥枢纽优势 精准发力打造预制菜进出口贸易区”主题新闻发布会。

据悉，2022年，南沙区预制菜总产值近20亿元，2023年预制菜目标产值力争达到25亿元。

南沙区预制菜产业园是广州市至今的唯一省级预制菜产业园。

这次发布会从南沙区预制菜进出口贸易的区位优势、政策优势、平台优势三个维度介绍了南沙“发挥枢纽优势，精准发力打造预制菜进出口贸易区”相关情况。

记者从发布会获悉，南沙将围绕“港澳、海外”两个市场打造预制菜进出口贸易区，拓宽预制菜进出口贸易的深度和广度。将以服务港澳市场为跳板，对接海外市场，加强与港澳工商协会的交流，探索预制菜生产前置港区直接联通港澳、海外的产、销模式，最大限度增加原材料附加值。积极推进现代化海洋牧场建设，依托南沙临港优势强化海洋牧场装备制造，发展海产品精深加工和进出口展销，提高临海经济附加产值。

为精准打造预制菜进出口贸易区，推动南沙预制菜产业高质量发展，南沙区将按照“一带两核三心”战略版图，打造预制菜产业园。“一带”，明确为预制菜特色产业示范带；“两核”，为预制菜国际贸易加工核、预制菜国内贸易加工核；“三心”，即以建设雪印集团大湾区预制菜（南沙）出口基地及展销中心为载体打造全球预制菜产业贸易投资中心，依托全球溯源中心项目打造全球预制菜产业数字品牌中心，依托北大荒与现代农业集团合作中央厨房项目建设全球预制菜产业科技研发中心。

近期，南沙区还修订了《南沙区现代农业产业园财政补助资金管理规定》，同时按照“一园一策”出台了《关于支持南沙区预制菜产业园发展的若干措施》，提出了预制菜产业园实施主体16条扶持措施。例如，在支持产业园项目用地上，用好乡村振兴用地指标、盘活村集体物业、流转集约土地等多形式支持产业园发展；在预制菜产业科研和信息化建设上，支持南沙现代农业集团筹建广州市南沙区预制菜大数据中心等。
